Director of Technology - Government Sector

The Director of Technology will lead the shaping, consulting, and delivery of our engineering transformation programs across a diverse set of industries, with a primary focus on the Saudi Arabia Government sector. They will partner directly with senior client stakeholders (CIOs, CTOs and Digital Transformation leaders) and Publicis Sapient Technology, Regional and Industry leadership.

This is an excellent opportunity for a consultative engineering leader with an executive presence to make a significant impact across Saudi Arabia’s public sector landscape, helping government organisations accelerate large-scale digital transformation, adopt modern cloud-native architectures, and responsibly leverage emerging technologies such as Generative and Agentic AI to deliver citizen-centric services at national scale.

 Your Impact

• Support major government transformation programmes aligned to Saudi Arabia’s Vision 2030 agenda
• Guide architecture, technical design, and development, providing best-practice insights and acting as an authority on the latest engineering methods, AI, and data-driven processes
• Drive adoption of AI and Agentic AI capabilities, including AI hyperscalers, Generative AI, and autonomous AI workflows, as well as cloud-native architectures and modern data platforms to deliver innovative, scalable enterprise solutions
• Lead and support strategic pursuits, RFP responses and proposal development, providing technical leadership during client presentations and solution workshops and deliver compelling presentations to C-level stakeholders internally and externally
• Act as the senior technical advisor during pursuits, presenting architecture strategies and AI-led transformation approaches to executive stakeholders
• Provide leadership and technical direction for multidisciplinary, international teams, fostering collaboration and reinforcing Publicis Sapient’s core organizational beliefs
• Own engineering delivery (estimates & execution), solution choice, quality and consistency (within the industry and aligned to Publicis Sapient global engineering capabilities)
• Play an active role in developing engineering leaders craft by helping them hone their skills and apply them in the context of client programmes and projects
• Partner with Publicis Sapient Industry Leadership to support go to market strategy and appropriate accelerators for Industries

Your Skills and Experience

Technology & Engineering

• Senior technology leader with experience in large-scale digital transformation programmes
• Experience leading global or distributed engineering teams (20+ engineers)
• Software engineering experience with:
  • Java and distributed systems
  • One or more Hyperscaler platforms (GCP/AWS/Azure)
  • Cloud-native application architecture
  • Microservices architecture
  • API management and integration platforms
  • Headless digital architectures
  • Event-driven systems
  • Data and analytics platforms
  • CI/CD and DevOps environments
  • Enterprise integration technologies (iPaaS, ESB, ETL)

• AI & Data experience with
  • Agentic AI on hyperscaler platforms (e.g. Google Vertex AI, Amazon Bedrock, Azure OpenAI
  • Generative AI and Agentic AI architectures
  • Modern data platforms, machine learning environments, and AI-enabled applications

Business & Consulting

• Direct experience working with Saudi government entities, ministries, or PIF-backed organisations   
• Knowledge of the Saudi Government client ecosystem to include familiarity with digital transformation priorities, KSA public sector governance structures, procurement models and large-scale national transformation initiatives
• Strong consulting, executive communication and stakeholder management skills
• Pre-Sales, client pitching and presentation skills
• Proven track record of operating with and influencing CIO/CTO-level stakeholders
• Fluent English and Arabic speaker
